Effective January 1, 1999 PBS document deadlines will be changed to the 5th working day after payday. The deadline for January will be January 11.
It is very important to note that this later deadline leaves less time for correction of PBS errors in order to get payrolls processed in time to meet State Controllers deadlines. Please make every effort to avoid "last minute" transactions. This later deadline cuts all time out for Human Resources/Budget and Payroll to process documents received after the cutoff.
It should be noted that the department's responsibility for the payment of their employees does not end with the submission of the PBS document. Departments are responsible for checking to see that they receive turnaround documents in a timely manner and should access those PBS documents in the LYNX system that they don't get back to determine where in the approval process the document resides and what is causing the delay.
Some departments seem to have difficulties in tracking when reappointments are necessary. Some of our more successful departments have found that a spreadsheet scheduling out appointment end dates is a useful tool to keep their employees from dropping off the payroll.
