Unadjusted HUB Goals

Effective in Fiscal Year 1996, the state of Texas no longer has one HUB goal. It has six procurement categories and each procurement category has an unadjusted (overall) goal which is further divided into two subgoals (adjusted HUB goal and other HUB goal), see table below. The six procurement categories and HUB goals are based on the results of the Texas Disparity Study which was administered by the Comptroller's Office and conducted by National Economic Research Associates, Inc. (NERA) in December 1994. The Texas Disparity Study HUB goals were determined based on availability and utilization of HUBs. Texas law mandated GSC to promulgate rules to implement the results of the study. These goals were adopted by GSC and became effective in October, 1995. The current six procurement categories for the state of Texas are: Heavy Construction, Building Construction, Special Trade, Professional Services, Other Services, and Commodity Contracts. Each unadjusted HUB goal for each procurement category is further divided into two subgoals; Adjusted HUB and Other HUB goals as follows:

HUB Groups are identified as follows:
AI = Native American (American Indian);
AS = Asian Pacific American;
BL = Black American;
HI = Hispanic American;
WO = Woman (all women excluding AI, AS, BL, and HI women).
