Coverage Area
Provisions for taking a contracted rental vehicle out of the United States and across state lines vary from company to company and, in some cases, from location to location. If you plan to take the rental vehicle out of the country, i.e., to Canada or Mexico, you should ask about these policies at the time you make the reservation.
Reservations
- You may reserve a rental car through your designated travel agency or by calling the rental car company itself. If you are flying somewhere and then picking up a rental vehicle, have the travel agency book the rental car at the same time they book the airfare. This will save you time and will ensure there is no confusion, as there might be if you call later to book the vehicle.
- When making a reservation, be sure to identify yourself as a state of Texas employee and give you state agency contract rate identifier number. Verify the rates and get a confirmation number and, again, identify yourself as a state of Texas employee and give your state agency contract rate identifier number.
- Make advance reservations. If you walk up to the counter at the rental car location without a reservation, they are not obligated to have a vehicle for you.
When you rent a vehicle from Advantage, Avis, or Enterprise, under the state of Texas contract, the rental rate includes two kinds of insurance:
- LDW (Loss/Damage Waiver or comprehensive), which covers any damage to rental vehicle; and
- Liability, which covers persons and property outside the rental vehicle. State employees, while in the course and scope of their employment, are covered by Workers’ Compensation.
- Accounting will not will not reimburse any insurance fees since Liability and LDW are already part of the State contract. If an agent offers you additional insurance, remember that it will not be reimbursed.
If you show up at the rental counter with a confirmed reservation for a vehicle and they don’t have one for you, under the state contract, Advantage, Avis, and Enterprise are required to:
- Give you a free upgrade to the next higher vehicle class, if that is available; or
- Acquire a comparable vehicle for you, from the other contract vendor if possible, or from a non-contract company. In either instance, they must pay any difference in the cost. (These procedures do not apply if the vendor is sold out when you call to make the reservation. If that happens, you will have to locate a vehicle with another company yourself.)
All three contract car companies offer one way rentals, where a car can be picked up at one location and dropped off at another, usually in a different city. Normally, a traveler must return their vehicle to the same location as it was rented. Here are some details:
- Advantage - all locations offer one-way rentals.
- Avis - airport locations offer one-way rentals, based on availability. However, the State contract with Avis does not cover one-way rentals, so other fees may apply and may not be reimburseable.
- Enterprise - airport locations and local I-10/Woodstone location offer one-way rentals, booked only through Robert Botello, Manager, for any location: 210-979-9342.
For Avis, the discounts are: 20% Europe; 10% Africa and Mid East; 15% Asia; 15% Pacific (including Australia and New Zealand); 10% Latin America. The rate does not include insurance. If insurance is needed it would need to be added at the rental counter. The insurance that would need to be accepted overseas is "CDW" (collision damage waiver) and "TP" (theft protection). These items will cover any damage to, or theft of the Avis vehicle.
For Enterprise, the rates are 10% off of published rates and they have locations in: Canada, UK, Ireland, and Germany. No insurance coverage is included in that rate so the renter will need to elect additional coverage when renting.
