UTILITIES AND ENERGY MANAGEMENT
MISSION STATEMENT
It is the mission of the Utilities Division to provide the highest quality, well maintained, and the most reliable environmental conditions, utilities systems, and facilities services conducive for supporting the mission of the University of Texas Health Science Center's as stated below:
- Educate health professionals for San Antonio and the entire South Texas community and for the State of Texas, to provide the best possible health care, to apply state-of-the-art treatment modalities, and to continue to seek information fundamental to the prevention, diagnosis, and treatment of disease.
- Play a major regional, national and international role as a leading biomedical education and research institution in the discovery of new knowledge and the search for answers to society's health-care needs.
- Be an integral part of the health-care delivery system of San Antonio and the entire South Texas community, as well as an important component of the health-care delivery system of the State of Texas and the nation.
- Serve as a catalyst for stimulating the life science industry in South Texas, culminating in services and technology transfer that benefit local and state economies.
- Offer continuing education programs and expertise for professional and lay communities.

ORGANIZATION
Chris Miller, P.E. is the Associate Director Facilities Management for the Utilities and Energy Plant Divisions. Avelardo (Sal) Salazar is the Utilities Division's operations superintendent who oversees the entire operation of all building systems. Jeff Davidson is the operations superintendent of the Energy Plant Division.
The Utilities Division is divided into four sections; the operations section supervised by Tony Perez, the maintenance section supervised by Pete Campos, the electronics section supervised by Rick Blythe, and the refrigeration section supervised by Raymond Agueros. The second shift operators and maintenance workers are supervised by Norman Digges.
The Energy Plant Division consists of the Central Energy Plant (CEP) that serves the Main Campus and the North Energy Plant (NEP) that serves the Greehey Acadmic and Research Campus. Dan Carroll and Fred Skinner are the Utilities Station Operators who direct and supervise the daily activities in the CEP and NEP respectively.
RESPONSIBILITIES
The Utilities Division is responsible for operations and maintenance of all air conditioning, heating, ventilation, and utilities distribution systems within all facilities on the Main Campus, Greehey Campus, Texas Research Park, Forensic Science Building, and the Harlingen, Laredo, and Edinburg campuses. Specific responsibilities are as follows:
- Operations and Maintenance of all building HVAC equipment (chillers, boilers, cooling towers, pumps, compressors, air handlers, exhaust fans, fan coil units, water softeners, reverse osmosis systems, hot water generators, etc.)
- Energy Management for all Campuses
- Repair and Maintain the Electronics for the Energy Management Systems (EMS) and HVAC Equipment
- Provide Mechanical Engineering and Design Services
- Monitor all Critical Equipment and Respond to Alarms, 24/7/365
- Maintain and Repair all Walk-in Cold/Warm Rooms
- Maintain and Repair Fire Alarm Systems
- Respond to Hot and Cold Temperature Calls
- Manage de-ionized water bottle contract
- Certify fume hood airflow
- Air balance and air pressurization verification

He directly supervises the activities of personnel as it relates to the operations, maintenance, and the repair of the utilities distribution systems and equipment and all energy management systems. |

CENTRAL ENERGY PLANT
The Central Energy Plant Division is responsible for operations and maintenance of all air conditioning, heating, and utilities distribution equipment in both energy plants (CEP and NEP) on the Main Campus and the Greehey Campus. Specific responsibilities are as follows:
- Operations and maintenance of all equipment required to generate thermal energy in the form of steam and chilled water.
- Optimization of energy consumption in the CEP and NEP.
- Repair and maintain the electronics for the energy management systems in both energy plants.
- Oversee work from outside contractors performing maintenance and repair on systems and equipment in both energy plants.
