San Antonio (Feb. 27, 2007) — Carlos A. Rosende, M.D., a specialist in diabetic retinopathy and general ophthalmology, has been appointed chairman of the department of ophthalmology at The University of Texas Health Science Center at San Antonio. Dr. Rosende, a member of the Health Science Center faculty since 1999, also was named to the Herbert F. Mueller Chair in the department.

William L. Henrich, M.D., M.A.C.P., dean of the School of Medicine and vice president for medical affairs at the Health Science Center, hosted a congratulatory reception for Dr. Rosende on Feb. 26. “We are pleased that he has accepted the challenge to chair a department noted for fine clinical care and superb teaching,” Dr. Henrich said. “Dr. Rosende also aims to fortify a well-developed research program in the department.”

Dr. Rosende received his Bachelor of Science degree in bioscience at the U.S. Naval Academy at Annapolis in 1977, and his Doctor of Medicine degree from the University of Miami School of Medicine in 1981. In 1982, he completed an internship in internal medicine at the Naval Medical Center in Portsmouth, Va., and in 1986, his ophthalmology residency at the National Naval Medical Center in Bethesda, Md.

Prior to joining the Health Science Center, he was chair of the ophthalmology department at the Naval Medical Center in Portsmouth, Va. He also held positions at the Eastern Virginia Medical School at Norfolk and the Uniformed Services University of the Health Sciences at Bethesda. In 1982 and 1983, he was a medical officer aboard the U.S.S. Saipan. The ship’s home port is Norfolk, Va.

Dr. Rosende has authored a number of peer-reviewed publications involving a variety of research projects pertaining to diabetic retinopathy, including assessment of the disease in children with type 2 diabetes and efficacy of treatment modalities in diabetic retinopathy. He has also written about residency education.

Dr. Rosende’s honors include the Navy Commendation Medal and Meritorious Service Medal, the department of ophthalmology Excellence in Teaching Award, and recognition as the 2005 Physician of the Year at the Texas Diabetes Institute.

Dr. Rosende is director of the U.T. Medicine Ophthalmology Clinic at the University Center for Community Health. U.T. Medicine consists of Health Science Center physicians and is the largest multi-specialty practice group in South Texas. He also is program director of the department of ophthalmology residency program.

“The department of ophthalmology has tremendous potential given the current faculty and staff, as well as our clinics,” Dr. Rosende said. “We plan to bring on board additional faculty to enhance our services, and we plan to create a diabetic retinopathy research team that will develop collaboration with other diabetes researchers at the Health Science Center. We want to be known for our advances in the treatment of diabetes-related eye diseases, and we wish to become the preferred referral site for secondary and tertiary eye care in the region.”
